Jack Victory and Richard Shelby Named “Top Lobbyists of 2016”
Capitol Hill Consulting Group CEO Jack Victory and Of Counsel Richard Shelby were recently named to The Hill’s annual list of “Top Lobbyists 2016: Hired Guns.” This is the second year in a row the paper has recognized Victory and the third straight year for Shelby. According to The Hill article Victory brings budget and energy know-how to Capitol Hill battles, as does Shelby. The Hill, one of Capitol Hill’s leading political publications, selects lobbyists that have shown an ability to get things done, the “movers and shakers” in the industry, and publishes an annual list of those that made the cut.

Jack Victory, CEO, is a leader in the energy and natural resources space. He previously served as a senior advisor to former House Majority Leader Tom DeLay (R-Texas) and has delivered results for clients across a broad range of policy issues including energy, natural resources, transportation, financial services, and agriculture.
Of Counsel Rick Shelby, has consistently been recognized on The Hill’s Top Lobbyists list for his work on behalf of CHCG clients as well as for his decades of work at the American Gas Association, where he served as executive vice president for government affairs. Shelby has also served as deputy director of White House personnel, national campaign director for the Republican National Committee, and state chairman of the Oklahoma Republican Party.
