Prior to joining the Capitol Hill Consulting Group , Jack Victory was a senior advisor to the former U.S. House of Representatives Majority Leader, Tom DeLay (R-TX). Mr. Victory’s primary responsibilities were to oversee policy and legislative development on national issues including energy, telecommunications, transportation, environment, regulatory reform, natural resources, agriculture and others. He worked with House and Senate committee staff, Members of Congress, Committee Chairmen, the White House and relevant federal agencies to prepare legislation for the House floor. Mr. Victory served as point person for House leadership on natural resources and energy related issues. Mr. Victory actively participated in several conferences between the U.S. House and Senate, including comprehensive energy and transportation bills, and was named one of the top 35 staff on Capitol Hill under the age of 35.
Prior to that Mr. Victory was the legislative director for Congressman Jim Gibbons (R-NV). Mr. Victory’s duties included advising the Congressman on votes and legislative initiatives including writing legislation, amendments and speeches. Other duties included supervising legislative staff and overseeing and advising the Congressman on his Resources Committee seat.
Mr. Victory also worked for Congressman Richard Pombo (R-CA), former Chairman of the House Resources Committee. In this capacity he was a liaison for the Congressman on a multitude of issues including energy, rural development, water, mining, agriculture, environment, private property rights, and Native American issues.
At Capitol Hill Consulting Group, Mr. Victory primarily works in native affairs, energy, agriculture, financial services, and national security.
Mr. Victory is a graduate of the University of the Pacific with a Bachelor of Arts in pre-law and a minor in communications, as well as, a former medical specialist in the U.S. Army Reserves.
